

Steven is the General Counsel for Clean Cloud Energy, bringing extensive legal expertise in land use, development, and energy projects. Prior to joining Clean Cloud Energy, Steven served as lead outside counsel to Enel North America on renewable energy permitting matters, devoting the majority of his practice to Enel’s U.S. project portfolio and managing permitting efforts nationwide. Steven served as an attorney at Rouse Frets White Goss Gentile Rhodes, where he supported the development of 6.3 GW of utility-scale solar, wind, and battery storage projects across the United States and performed due diligence for the acquisition of 30 solar projects. He also held in-house and municipal counsel roles at Lucas Companies and multiple city governments, advising on land use, zoning, development agreements, and regulatory compliance.
Steven holds a JD with an emphasis in Urban, Land Use, and Environmental Law from the University of Missouri-Kansas City. He also holds a MUP and a BS from the University of Kansas. In his free time, Steven enjoys traveling with his wife and spending time with his dog in Austin, Texas.
